You are the president, a Democrat, coming to the end of your first term in office. You plan on running for re-election next year. Currently, the Republican party has the majority in Congress. Despite your best efforts, polling results suggest that your job approval rating is quite low. At your morning briefing, you are shown media reports that suggest Country X is most probably responsible for a number of recent terrorist acts in which several Americans have been killed.
