In 2001, the 77th Legislature once again unsuccessfully addressed the issue of the partisan, popular electino of Texas judges. The public interest group, Texans for Public Justice, argued that attorneys who make donations to Supreme Court justices are more likely to have their clients' cases heard by the Court. Although the Chief Justice Tom Phillips disagrees with this analysis, he continues to advocate replacing popular elections with an appointment-retention system for judges on all courts of record.
