After Governor Bush appointed Secretary of State Al Gonzales to fill a vacancy on the Supreme Court of Texas, Insurance Commissioner Elton Bomer (former Democratic state representative from East Texas) was named by Bush as his third secretary of state. When Rick Perry became governor at the end of 2000, he appointed another Democrat, Representative Henry Cuellar from Laredo, to fill this office; but Cuellar resigned on October 2, 2001.
