Governor Perry announced he would seek re-election in 2002. After U.S. Senator Phil Gramm confirmed he would not seek re-election in the 2002 election, political observers speculated that Texas's former attorney general Dan Morales, former San Antonio mayor Henry Cisneros, and former Texas governor Ann Richards might seek the Democratic nomination. Some Republicans encouraged Gramm to resign from office immediately so Governor Perry could appoint U.S. Representative Henry Bonilla as his replacement.
