This chapter reviews the changing scene in special education, describing links between learning disabilities and related mild disabilities. It discusses different views of learning disabilities, meaning of the designation of mild disabilities and the categories included in mild disabilities. This chapter also reviews new issues and directions, such as English Language Learners (ELL), Response-to-Intervention (RTI), and high-stakes testing.
