- Who are the stakeholders in this case, and how do they interact? Specifically, what is the relationship between the public and the tenants at the airport,
the City of Redlands and the Airport Advisory Board?

at the airport: the City or the fixed base operators? Why is the delineation of responsibility
so ambiguous?
- What are the advantages/disadvantages for a city to own an airport? Why not
